The appropriate body of most countries, such as internal affairs, civil affairs, labor or judicial department, only accepts foreign documents authenticated by the diplomatic or consular organs of their own states. If for foreign-related documents, only consular authentication of the Ministry of Foreign Affairs of China is applied for and consular authentication of the embassy in China of the country that the documents shall be used in not applied for, it will result in the refusal of accepting the documents by the country that the documents shall be used.
Therefore, under the usual circumstances, for the foreign-related documents sent to foreign countries for use, dual certification needs to be applied for. Only when the party has a clear understanding of requirement of the country that the documents shall be used in that only a single authentication of foreign-related documents is required can only the consular certification of the Ministry of Foreign Affairs of China be applied for. And the consular authentication of the foreign embassies in China cannot be applied for.
